Summary: Based on the writings of John Stuart Mill as expressed in his most important book entitled, On
liberty, this thesis seeks to clarify his proposals on what can do, what one should do and how
acts so that societies, with their cultural, ethnic, racial and religious differences; through
tolerance and progress, coexist in peace and liberty. The importance of the conceptual nexus
between tolerance and liberty in Mill’s thought will be demonstrated through the limitation of
the power of the State, which must be tolerant in order to guarantee the liberty of the citizens
in a democratic and pluralistic society. The harm principle is presented as a mediation concept
and as a constitutive limit between liberty and tolerance, insofar as it establishes that the State
must be tolerant in guaranteeing the liberty of the citizens; acting against them only to curb
actions that are harmful to others.
